18 by 14 Picture Frame

I'm looking to frame a large picture. Dimensions are 18 inches by 14 inches.

My local wal mart has a frame that size for $25. The frame feels like a mixture of plastic and another material, and seems overpriced.

Where could I find a frame this size for a more reasonable price? (under $20) Preferably in black colour.

Take a look at Michaels and also see if you can find their flyer coupons for 40% or 50% off the original price of the product, they are overpriced but with the coupon, it is somewhat reasonable.
