Actually the answer is William St Clair
When they are talking, it sounds like Sinclair. That's what I thought they said as well.
But then the camera pans to a plaque with the name William St Clair on it

I didn't see the plaque but then googled the name and it was spelled sinclair, hmm wonder how sticky they will be, oh well we watch it anyway, find it interesting!Thanks for letting me know

William St Clair founded it, but the question is who commissioned Roslyn Chapel.
Google says:
The most extensive repairs were started in 1861 when architect David Bryce was commissioned to restore the chapel by James Alexander the 3rd Earl of Rosslyn. It was rededicated on April 22nd 1862. http://www.edinburgh-sherwood.com/roslyn/
Confusing question. I said David Bruce was commissioned by James Alexander. Oh well
