Most 2GB value kits are going to be CAS 3, usually only the pricey stuff will be CAS 2/2.5. Immediately coming to mind is this OCZ Performance 2GB Kit which should be had for around the $250 mark.

(2x1gb) value ram suggestions
i don't know anything about 2gb kits and couldn't find any reviews on value ram.
-looking for decent price
-little oc headroom is always fun to play with too
-stock cas 2.5/2
-stability
plz suggest some models to check out. also if you have links to reviews on this subject plz post em.
