Only applies to Buy It Now items paid for using PayPal. For example, go to http://www.live.com/ (type it into your browser, don't click the link in this post) and search for a Wii. Check the paid results at the top and right for a link to eBay with the "live search cashback" icon. Click it, find a Buy It Now auction for a Wii (or whatever you want for that matter). Discount should be listed on checkout page.

This deal essentially lets you buy anything on eBay with buy-it-now for 35% off. The 35% is refunded as cashback from microsoft.

This deal does not require a US IP address, but it does require changing the address in your Microsoft LIVE profile to a US address! I just used a family member's address, but you could make it up I think! I also have both Canadian and USA paypal accounts. It would have let me pay with my Canadian paypal address and still showed 35% cashback, but just to be sure, I used my USA paypal account.

If i change my Live account location to be united states i can get the Live Seach cashback icon to show, however ebay doesn't seem to be one of the featured stores--am i doing something wrong or does this no longer work for ebay?
