Well I can also tell you that I'm using 3web and they're good. I have no idea what their tech support is like or what is the waiting time, I've never had a problem with the service in my 3 months of use. I don't use their email or newsgroups. However p2p is not filtered, I've used grokster and I'm using bittorrent. I've downloaded over 20GB/month without any problems. The service works without major interruptions like sympatico used to have when I used it for a couple of years around year 2000.
No negative points to talk about really. If they kick me out for traffic, I won't even mind since I've saved a good amount already.

Having been with 3web for 5 years I can tell you their support stinks. But they are cheap. And fairly reliable.

Not tired contemplating so much?
In response to your Q., I live in Thornhill. Yes, I've been upgraded but it took effect only on my upload. Right now I get 110KB/s d/l and 65KB/s upload - pretty good ratio for Bittorrent. My line can't handle more than that, I verified this with dsl modem stats, I'm pretty sure I'd sync at 3mbps if not for the line. Compared to Rogers (5 months ago when I was using it) which gave me 20KB/s upload 3web is much better for half the price.
So I'd say I'm pretty happy with 3web.

3web news server gone
Around May 1st, 3web switched from golden.net to 3web.com and in the move, lost the usenet supplier giganews. Now they use some lame dnews server that sucks articles from sprint.ca. Everything is incomplete, lots of the best binaries groups are locked out. The largest complete posts are 2 megs or less. Going to cancel my service.

This posting is pretty old. Is this still true today??
Tried to do a search on 3Web newsgroup services on rfd but can't find any useful info (yet).
_______________
#define BITCOUNT(x) (((BX_(x)+(BX_(x)>>4)) & 0x0F0F0F0F) % 255)
#define BX_(x) ((x) - (((x)>>1)&0x77777777) - (((x)>>2)&0x33333333) - (((x)>>3)&0x11111111))
...really weird C code to count the number of bits in a word
