Same here. If I simply go to UFILE.COM and log in with the last year's username and password, and select 2011 as the return year, under the payment section I see $10.95 for me and $9.00 for my wife.
Is this deal for new users who never used ufile online?

It's for all users, just use the link in the post and you'll get the discounted rate. Not sure if the PC Financial promo expires to be honest, but the family one expires Feb 6th.

I get the option no problem.. using the Ufile for families link above. You have to login first, choose your tax year (2011) and two options show up:

Pay 12.95 for individual return
Pay 19.95 for family return.

Pretty easy.

If you're using the PC Financial link, you would click Tax Return to make a payment. So you can put in all your info and calculate your return/owing amount for free, then it will ask you to pay before you can get the actual return. Again the PC Financial link doesn't show an expiry date so I presume the offer will stay valid through the tax season, but if you want to pay now just in case you'd have to do the Interview Setup portion of your return first.

Just go to future shop and buy the disk at 19.99 for the standard version, or you can order it online from them.

I have a Mac, so I've been using this online version the past 3 years. Pretty handy since your info is saved for the following years.
