3 days ago, during midnight, my modem went out for a few minutes and went back on again. Then I've checked that download channels was now bonded to 8 channels and upload channels was bonded to 4 (it was 4 download channels, 1 upload channels before). currently on 18/512k plan.

Had the same switch about a month ago on Distributel over Rogers lines on 18/0.5mbit. Probably a rogers thing, there was a little downtime before the switch.

8 channels? seems a bit overkill for such slow speeds

They're upgrading all areas to full bonded channels both downstream and upstream in the next two years. And yes it's true no faster speeds yet but once everyone is upgraded they can increase the speeds.
