"seems"?? it doesn't "seem" very smart to make guesses about what's wrong. Have someone experienced diagnose it.
My 88 camry's climate control was totally unreliable, it turned out to be bad cold-solder joints on the control panel.

seems like i need to get the A/C fluid filled or something....
is it possible to do myself, rather than taking it to one of the mechanic.... ???

There's a reason why it doesn't work, there is probably a leak somewhere. Go ahead and fill the system with new coolant, it'll just leak right back out.

If it needs refrigerant, then it must have leaked out the old stuff. No one in Canada will refill it. The environmental laws do not allow this. The system must be repaired before more refrigerant can be put back in.
Having said that, if you live close to the border, there is nothing stopping you from driveing to the US, stopping at some Pep Boys or equivalent, getting some refrigerant and filling up your system. (Know that it will probably leak out again).

Your '92 uses R12 which is not sold to the public anymore, even in the States.
