try booting into a recovery environment (PE for example) and editing the computer registry that way (load hive, find registry file).
look in HKCU\Software\Microsoft\Windows\CurrentVersion\Pol icies\Explorer or under users, and make sure you don't have DisallowRun value. If you do, set it to 0 or just delete it.
