As long its within the law, why not. If its a legitmate complaint, then he can't be refused!!! That is why we have bylaws and pay too much in ppty taxes!!!!
sk
ps. what's the scoop anyways?? What's his beef???

I think it will soon be obvious to the city that this person is an obvious complainer. Unfortunately, I think they have to respond to the complaints and if they are genuine you are out of luck. Many of the by-laws are not enforced unless there are complaints.
You might be in for years of headaches with this guy.

First everyone respects him.Second there have been a few of us who have tried to talk to him it does not help. This is not new it has been going on for 5 year but as of late it has been getting worse. Here is just some of the complaints.
1)Some of us put out our blue been the night before pick up.
2)A buch of us work very early so we have to get out and clean the drive way off.His complaint is we were making to much noise.
3)There was a few road hockey games he had issues with.
The list goes on and on.Again everyone respects him but this is getting out of hand.

Our boxes cannot be out before 6pm the night before....how much noise do you make clearing your driveway...the road hockey I can see I don't think you are allowed to play it here in Ottawa....now it would have to be a total dick to complain if everything was cool but probably easier to go play somewhere else????

As per the city you are allowed to have boxes out at 6pm the night before....the shovelling isn't an issue and as for the road hockey you're not supposed to be doing it period whether it's 12 or 13 years olds or not...dickish yes but still within rights to complain about_______________

Comb the bylaws and start calling on him.
Most annoying people don't get the message until you smack them in the face with the shovel.

he has the problem
the obvious thing here is HE has the problem not the rest of you, let him complain all he wants .. ;you all have lives! The city will soon turn a deaf ear to him...i know, i had the neighbour like that before,She called the police daily for what she thought were misdemeanors , needless to say when she really needed them they took their sweet time in coming.
he probably is just a old lonely person with nothing really to do.

Eventually he'll cross the wrong path with someone. I wouldn't be surprised to see someone across the street from him to find some loophole somewhere and do something crazy like paint his house neon pink or install floodlights that somehow reflect into the guy's front window or invite tons of friends over to sit around half naked in bathing suits on the front lawn drinking beer or always parking their car in front of his home at all times until it's required to remove it from the street etc. etc. etc.
These guys are great for a laugh because the instigator has so much leverage. They can do something small that takes virtually no effort (such as parking the car in front of his home at all times - especially if he has a beater car - even better!) and it'll effectively ruin the guy's day. The guy will waste so much energy wondering why his neighbour didn't just park it in his own driveway and checking to see if he can do anything about it.
