That is not a true case of hit and run.A hit and run is when you get hit and the other person takes off does not get out etc.

Accident. Hit and Run Scenario
What you do when someone says that he will pay for the damage and not go through the insurance Co. The damage is not big - only a hole in the bumper. I had taken his License # and address, but after that we had to move the cars to through the traffic and this guy runs away. LOL. I had contacted the Police next day and filed the complained. Not heard from them since 4-5 days. What are the chances of this guy getting caught or shall I go through my insurance to claim?? Pls help. Thanks.

Contact your insurance company.
Did he give you his real information? Did the police tell you anything?
Contact your insurance company and file a claim. If this guy wanted to do this outside of insurance then he should have stuck around and talked about it with you. Dont mess around. This guy may be sketchy and you dont want to be left hanging.

If you had the guys license plate # I can't see the police not following up with him and subsequently you. Perhaps just give them a call and ask for an update?

Thanks. I had noted his DL # and will follow up with police. Also reported to my insurance. Hope will not have any negative impact on my rates....

What do you expect the police to do?
He gave you his information, so they can't charge him with anything. You can't expect the police to force him to settle outside of insurance. If he is avoiding you, go through your insurance company and forget all about him._______________

Police won't do much in this case.
Give this guy a call, you can use 411 reverse lookup for his number from his address. Next time, make sure you copy their insurance info too.
And if you haven't done so, report this to a collision center.
