Aren't poodles hypo-allergenic because they don't have an undercoat and human like hair?

Maybe your brother is just allergic to ragweed because considering your dog is 8 weeks, I assume you've had him or her (you never specified) for 2-3 weeks or so? During that time, I too (with a dog) have had crazy allergies. But it's likely due to ragweed season because it starts in August.
