Advice for purchasing new motorcycle rider

Just wanted to see what RFD has to say about ways on getting the following:

1. Insurance (18 year old m1-expired)
2. Licensing (Need m1 again)
3. What school to go to for m2

Rider details:

Small bike prob 250cc tops
18 year old no tickets or accident claims, continually insured with g2 since 17.
