Last time I was in the USA and I was under the age of 25 and needed to stay in a hotel in Ohio. The Red Roof Inn took my Reservation over the phone and held my room until 4pm for free with no Credit card need. As long as I paid them at the front desk in cash before I got the room they were happy to give me a room. I don't think Buffalo has any red roof inns but check they were polite and happy to help me!

Yeah, when I was younger I had a hotel being 18 in the states, and I just handed them my passport and credit card. They can tell who is trouble and will act accordingly.
