All you need to do is sign up at http://www.jajah.com
You can try it out without registering, but is limited to only 5min.
For it to be free both phone numbers need to be registered JaJah users but it doesn't require a Credit Card to register. So you have to register and the person you want to call needs to register too.
Basically how it works is after you register when you want to make a phone call you go to their website, login and enter the phone number you want to call. Then you hit the green call button.The JAJAH Free Global Calling Plan applies to land line and mobile calls to and within the United States; Canada; China; Hong Kong; Singapore and Taiwan and it applies to landline calls to and within Australia; UK; Germany; France; Italy and most other European nations. It applies when both call participants are registered JAJAH users.

hmm... sounds spammy without me clicking on the link... 2 posts by newbies....(although, they did sign up a while ago..).Wondering how happy your friend was to hear from you at like 5am in Germany!. ok.. I will click on the link and read up on this...
okay.. I just read up on the idea... interesting... I think the problem is that it sounds like you could easily get "charged" when you think you are calling forfree.. because, it seems like someone could become unactive for not making outgoing calls. So, you may think you are calling another Jaja member but get charged for minutes anyway!
EDIT2:
Hmm... Read up a bit more in their forums... Some people are annoyed about the price jumping for non-free countries, but, it seems like the service works...
I saw a post about another company that does call-back dialing there also:

How are you supposed to get charge if they don't ask for your VISA?

Hahah, first off this isn't spam. If you dont want to sign up don't! sheesh. It's all legit.
Also there is no way they can charge you. They dont have your credit card, they don't have your address.
They can't charge your phone bill either... If you think about it it works like a 3 way call. Where they are the one initiating the call. They call you. You can't get charged for calls made to you. Then they call the phone number.
Also it's very clear that other then the 5min trial it's only free to registered users to certain countries. When you make the phone call it will say if the call is free. If the person you are trying to call is Not registered it will be charged on your pre paid account (they give you a $3 credit to start) if you have no money in the account you wont be able to make the call.
