Which one will provide the best power and overclocking potential? I am not looking for the high end X2's and C2D's. I am looking at the low-to-mid end. Also, which socket would have better motherboards? How much better is 680i(C2D) compared to 590i(X2)?

C2D is a better performer, especially when overclocked... I'm running my e6300 on a Gigabyte DS3 at 3.2 ghz 24/7. Here's a list of overclocked C2D's for the Futuremark forums:

Many are running their e6300 at 3.0+ ghz 24/7.

C2D, defiently. C2D low end is extremely competitive with the X2's top of the line chips. And when you start overclocking the the C2D chips, forget about it.
If you're looking to go lower end the C2D 4XXX line up is coming up soon and should be huge over clockers at dirt cheap prices.

Core 2 Duo wins, hands down.
Especially since all these low end are huge overclockers, no competition.
My first C2D, E6300, I got up to 3.5 ghz.
My second C2D, E6600, I got up to 3.6ghz but could have gone higher just my cooling is
