I think you guys are getting fooled by their "double roll" marketing. You really should consider the actual number of rolls and not the fictional "double rolls" that they claim. And is 190 sheets really a "double roll"? Seems pretty small to me.
Here's a Walmart Great Value toilet paper that is $0.00121 per sheet everyday low price:

However, the best toilet paper deal that I found is when this badboy goes on sale:

Did math and Kirkland Signature is better value by at least 40%. Since sheet size is not standard, best comparison is going by sq in.
If you have lifted KS package, you know how heavy it is. It is extremely dense packaging in there.
KS 30 x 425 x 4.5 x 4 = 229500@ $15.99 = 14353 per $1
Amazon Deal 108 (3x24 + 36) x 154 x 3.82 x 4 = 254137 @ $31.94 = 7957 per $1
*If it's after tax discount, then deal is even worse. I assumed best case scenario of $10 off before tax.
Noname 24 x 270 x 3.9 x 3.86 = 97550 @ $6.39 = 5741 per $1
