Use a Dremel (or other rotary tool) with a sanding attachment and on the lowest setting. It works great.

Just don't hold it in one place for too long (it gets hot).

Yes, I bought this foot cream and use it with electric foot file like the one OP posted. It works very well. I used to have thick callous on my heel which also cracks all the time. And I used this foot cream and foot file after workout & sauna at my gym. Now it looks and feels much better. You get callous and crack on heel because your foot is not getting moisturized enough. Doing foot filing is only part of solution. And foot cream will definitely help to remove it.

Most of the reviews are "free item for positive review", I would take care.
Also double check to see price and availability of the replacement heads.
