Ok, got it fixed. Apparently my Canadian account had US Kindle store assigned to it (no idea how - I have no US ebooks)
If anyone else has this error, log into your US account, content and devices and transfer Kindle store to Canada. Then go back to .ca and you can download ebooks in Canada.

Thanks OP.
People should keep in mind that some (most?) of Andersen's Fairy Tales are quite dark and tragic, not recommended for small kids.
Very popular (and widely published in the second half of the 20th century) in the former Soviet block, to show their citizens how rotten and sucky life was in the "capitalist" camp.
