I'm buying 5x GTX 1060s for some demonstration computers, I can't delay that purchase until October. Some other Joe may have a right-now need for a 1080.

Price going down is a good indicator that Nvidia's announcement on the 20th, in 2 weeks, will be that of the 11 series.
If you can miss the milking here, wait another two weeks.
Some say that the 1180/2080 will be about 20% faster than the 1080ti, meaning 55% faster than the current 1080.

From the reviews I've read of 1070 ti vs 1080, the 1070 ti is basically neck and neck with 1080 after both are OC'd. And with it still being at least $50 less than 1080, I think it's the better buy. But for me I think I'll wait to see what 1100 series will bring, although the temptations are getting hard to suppress.

It depends. If the 1170 is faster than a 1080 Ti, expect a 1080 to drop to like $400-450. If it's not a good deal faster, then you probably won't see much price drop before they disappear from shelves.

All I'm interested in is GTX 1060 6GB performance at ~$200, whether it be via price drop on that card or the 1150 doing it at that price point.

No the 1070ti is neck and neck vs a non OC'd 1080. Both overclocked, the 1080 is 10%ish
