Not true - your rep was a tard. I just applied for it - they do have to send you the paperwork for you to sign (Quebec consumer laws), but it's definitely available. Or _my_ rep was a tard.

I guess it depends on if you can use the reward and if you can use the reward in its full potential. If you just count rate of return, GM Visa is 3%. For people like me, cash is king, no string attached.

Yeah I just called as well and was advised they are 8am-Midnight EST and to call the number (above) during those hours. Apparently no way to "transfer" my normal Platinum AMEX (not Costco card) to this one, he claimed I would have to apply for a "new" one.

According to the costco Amex site , it January.

"You must qualify annually to receive a rebate. Rebates are calculated on purchases only and are issued as a rebate coupon in January. Rebate coupons can be redeemed for goods, services or cash at Costco warehouses in Canada. Certain conditions and restrictions apply. Rebate coupons are not transferable and are valid for six months from issuance date at any Costco warehouse in Canada."

WEIRD... mine was UBER HAPPY and just ratted out the agreement and sent me all the docs. I guess maybe they'll call me later saying that they apologise but the card is not available outside QC?... Hmm.

try again...when i called some reps say the card is not avaliable, $75 annual fee and all those ****. Just keep trying if it really is avaliable in quebec.

Same thing happened to me. They need an address outside of Quebec. I told the guy that he can send me a document to sign that I can return by mail. He was aware of that but said it was impossible to do for this card (system not allowing him or something like that).

Otherwise, I can confirm that it's exactly like the OP said - no annual fees, tiered system as described with the cashback given in January as credit onto account without any maximum cashback limit.

Just signed up for the card and spoke with the CR. Everything is just as the OP stated!! Will get the package in 10 business days.

Chatted with the CR for a moment, and it seems like they're getting TONS of requests for this card, and they were very perplexed on how people were hearing about this since it wasn't listed on the web and not solicited to new customers!

Can you ask your sister what other cards Amex has that would be of interest and not advertised? Something with Membership Rewards points that doesn't SUCK like the gold card (and ask her why they killed AcceleratorPlus! Used to be THE best card, heh)?
