I do not know about the 19 $ ones. But a lot of good ones for free which you can use together to get a better one.

no viruses no ads no nothing
!
You just need to know what websites not to go on! and if that is not possible use "Hosts file", google that

Microsoft Security Essentials and Malwarebytes Anti-malware are two free AV programs that I would recommend. They work very well. They are also light in terms of resource usage.

The last couple of years I have found the mid summer sales on software to be far superior to the boxing day sales. Think about it - a million people buy a new computer each Christmas - why discount what un knowing shoppers think they must have?
