Because he's the operator. I am pretty sure if you get a job at TELUS, you can call whichever pay phone you wish to...

Any way to call a payphone?
I stumbled upon a list of payphones here in Toronto, tried to call and got a recording telling me the phone can not accept incoming calls
Any way around that? Probably not but I thought I'd give it a shot, the operator from the matrix could do it, why can't we?

way back in the 80's you can call them, but not anymore.

I thought some could be called but others couldn't... Maybe this has changed since I was a little kid and used to screw around with payphones.
