If you have relatives in the US who have Dishnet or Direct TV, you can do this:
get them to tell Dishnetwork that they've bought new recievers. Dishnetwork will ask them for card numbers and reciever numbers and whatever other info. You'll then get the same channels which they get. They'll probably be charged extra for the new recievers (I think it's $4/reciever) so you might have to chip in on the bill.
If you don't have any relatives or friends there then I'm sure you can come up with some sort of agreement if you can contact anyone there where you pay part of their bill.

You can't. It's illegal whether you pay or don't pay.

That's right, it's illegal for you to capture a signal that's trespassing on your property. In doing so, you aren't depriving the company of profit, since you can't subscribe to the service anyways.
That is illegal.

Blackmajik, real FTA is fine. Those signals are not encrypted. And you forgot to mention that US carriers have a lot of content that "they" (the CRTC) don't want you to see.
Dish and DTV used to be grey market in Canada if you payed for them, black market if not. They are now black market completely. Blame the CRTC and the Canadian TV industry for that. (Coincidently, the same people who want to, and probably will, impose the TV tax.)
Syne, that's the excuse the pirates used to use.

This is all assuming that you would have paid for Canadian services in the first place. I always find this argument particularly flimsy, whether it's file sharing, sneaking into a movie theatre, or capturing FTA.
Why is the burden on me to prove against their potential losses? If I truly wasn't going to pay for the service anyways, then there is a win:neutral scenario. Ethically speaking, this reasoning is flawless.
Only if they can prove that I am depriving them of something, can they level any sort of argument against my actions.

Capturing and watching FTA is not illegal.
