I would recommend the baby jogger city select.

Prices are down right now and the us prices are way better then in Canada.

Good luck

Things to keep in mind:

Before purchasing in the US or Canada, i would look up either Health Canada or CPSC website to see whether the strollers has been recalled. The company might have info on their website as well. Also, keep in mind, strollers sold in Canada are tested towards the Cdn standard while the ones in the US may not be. This may be an issue with recalls or even reselling the stroller at a later date.

We purchased this stroller from target and picked it up across the border. So far we are so good. It's a top notch stroller with many features at a reasonable price.

We just got it (BJCS) from pishposhbaby.com with a second seat, bumper bar, snack tray and parent console for $572 all in. Albeebaby.com has it cheaper, but they hammer you on taxes (no taxes at pishposh). That is for the 2010, the 2011 is quite a bit more. The 2011 has the same stroller frame, but the seats are 1" deeper in the seat, have a firmer seat (they put a board in it) and some different stitching. We looked at them in store and our kid was pretty happy in both so we went for the massive discount on the 2010. If you get it from pishposh and buy any full price accessories there is a 5% off coupon code (save5) its not good on sale items though.
