I have a new, never used Airbaltic card SIM. Put this into an unlocked GSM phone, and you've got a european incoming phone number. I also have various vouchers for top-ups, so that you can have balance ready when you go

Rates are ~11 euro cents for outgoing text, incoming texts/calls free, outgoing calls at 0.37 euro within Europe. You can receive incoming calls with $0 balance. Unlike most European cellphone operators, Airbaltic does not charge connection fee, so, effectively you're paying less than local Pay As You Go rates in Europe(Movistar in Spain, for example will charge ~0.35 cents + 0.15 connection fee).
To add the icing on the cake, SMS can be sent for free to your phone over the internet. http://airbalticcard.net/send-sms/ Of all international roaming-free provider, Airbaltic is the only one to offer this in Europe.
