I have seen them at Jin Cheng Bakery at Metro Square
- near IBM building (Steeles / Ferrier / near Warden)

see pics:

Jin Cheng Bakery also has stores in Scarborough and North York
if they are still open

Mainland / Northern Chinese restaurant
- example: Newland BBQ Square Restaurant

you order the steamed white buns and eat them with any food / any dish

This restaurant might have it:

Bu Jian Bu San Restaurant

-

go to Taiwanese restaurants?

Lohas Cafe
- steam stuffed bread?

other alternative is to go to T&T Supermarket
and buy their steamed buns / bread in a plastic box-
one of them is plain white steamed bun with green onion and small pieces of pork or ham.
These buns taste plain on their own so cut them open
and stuff them with filling

- also, you'll see bags of refrigerated or frozen steam plain white buns at the supermarket

or go to Shanghai or Northern China restaurant, etc
= order plain steamed buns / bread
= order some dishes (meat / vegetable / seafood, etc)
and eat the steam bun / bread with your food
