This is BULLS***.....I even emailed this guy and sent pm's. Then i got to Milton and call him and he says

I know he did reply and all but you didnt buy anything from him so you can't leave him a BST feedback.
Edit:
From the FAQ: Leaving negative or positive Feedback for a trade that did not happen is a bannable offense!
Another Edit: Taking into consideration that the mods removed the negative feedback, I'd think what I said before still holds.

yes you can. Once you agree to terms a deal is made, after that you leave feedback as to how the transaction went. If the guy fails to show up, after you drove an hour and waited an hour for him he has now wasted your time and money and should get negative feedback and maybe ask him to refund your costs.
