Jewelers Rouge

I have a scratch on my watch face and bought a stick of jewelers rouge to try to buff it out. I tried using it like a marker, then wetting it a bit and rubbing with a cloth with not much progress.
Any tips on how to use this?

I tried using that one two if the scratch is kinda deep and a big one. It makes no difference but if the scratch is a light and small one, it works.
