Uh, no? Only those who won the contest from the previous year are ineligible for this year. And since there was no winner - or contest, for that matter - last year, everyone is eligible. Well, everyone except staff, lol.

Actually, why would a previous years' winner be ineligible? If he continues to be the most helpful then it surely will be deserved. On the other hand, with the most helpful thread nomination double-dipping should not be allowed.

I don't know the motivation for the rules of contests prior. But presumably, barring a contest winner from another win (re: a win in the next immediate contest, if that makes sense) allows/encourages other users to contribute to the forum to earn nominations so they may have a chance at winning.
Also, multiple nominations (re: in different categories) should be allowed. Remember, it's not the mods or admin (or staff, for that matter) who put names on the list - it is the people (re: the RFD community) who nominates them. And assuming we're basing nominations on one's qualifications, if a user is qualified as (one of) the best in a number of categories, then they deserve to be nominated in those categories.
And remember -- we're talking about nominations and putting names on ballots. There is no guarantee that once a name is on the ballot that it will win. Though if the community believes a particular RFDer on a ballot deserves to win in two categories then they should be allowed to vote for said user to win twice.
...this reminds me of subject awards in school. Should a student who is best in, say, two subjects be barred from winning two awards just because people think a student should one? If the criteria for an award is having the highest grade in a subject, and a student has earned the highest grade, then shouldn't that student get an award for every subject he/she has earned the highest grade in?

This predetermined list was the top nominees that the community selected. We had a nominee selection thread for 11 days, where the community can nominate their most helpful/knowledgeable user and from that the top 6-8 were selected for the poll round.
