Price match question for ink

So there's a a set of HP black ink on sale for 36.99 at Canada's computer but its called a special web offer. At Best buy that same set of ink (instore price) is on sale for $46.99. Would best buy or any other competitor (future shop,etc) price match it with Canada's computer "special web offer"?

It is store specific, and about 50% will add on the shipping for next day delivery. Others allow and others say no web offer only.
