For petty things I would just leave it. Not worth the hassle of giving statements, attending courts and watching your back for the rest of your life. If this is something serious we talking about then give a call to the non emergency line and explain the issue.

You politely tell them that you've seen them selling illegal things, and are thinking of telling the police, that you've taken a picture with your iphone.

Then ask them how much the chocolate bar costs.


In any event, even if you called the police, would the police be able to do anything if they couldn't find any contraband? Would they be able to rip the store apart looking for it? Probably not...

If the police wish to they can gather their own evidence or they may choose to just let the store owner know there has been a complaint and leave it at that.
