Chinese discover backdoor into Canada — through Quebec

Chinese desperate to emigrate have discovered a backdoor into Canada that involves applying for entry into the country’s francophone province of Quebec — as long as they have a good working knowledge of the local lingo.
So, while learning French as an additional language is losing ground in many parts of the world — even as Mandarin classes proliferate because of China’s rise on the international stage — many Chinese are busy learning how to say, “Bonjour, je m’appelle Zhang.”
The province selects its own immigrants and doesn’t have any cap or backlog of applicants like Canada’s national program does. But it requires most immigrants to demonstrate their knowledge of French.
Immigration agencies in Beijing started pushing this program over the past year, telling people, “this is the only way out, there’s no other way,” said Quebec-based immigration consultant Joyce Li.
These transplants must commit to living in Quebec in their application, but, later on, they can take advantage of Canadian rights to move to Toronto or Vancouver, which most investor-emigrants do, she said.

I actually would be ok with this, if there were a way to enforce a requirement of minimal residency term in Quebec, and then have to "apply" to move elsewhere in the country. if you want to act like a separate country, own it all the way.
But alas, this is not the case.

Are you kidding me? Toronto Star called that "news". Something they have just discovered? Quebec has been the gateway to come to Canada for over 3 decades already.

But this is really no different than the other provinces which also have provincial nominee programs. I guess the Quebec program has more autonomy than the other provinces. But of course you're expected to speak French in Quebec, what is the real problem?

So let me get this right; Quebec doesn't care whether these people have any job ready skills or speak English? As long as they speak french, they have a ticket to Canada. Sounds like a disaster waiting to happen.
Most companies don't care whether you speak french, except for a few government jobs. If these immigrants can't find jobs, are tax payers gone pay to teach them English as well?

This is news? I thought this is common knowledge. Immigrants (not just Chinese) go thru Quebec than move as soon as possible to other parts of the country.

Sounds more like The Star had some space to fill. There isn't a huge influx of Chinese immigrants in Quebec, all of Asia accounts for about 28% of new immigrants in 2011 for Quebec. They also don't get in automatically when they speak french, this is the point chart for immigration into Quebec:
Training Up to 28 points (Cutoff Score = 2 points)
Validated Employment Offer Up to 10 points
Work Experience Up to 8 points
Age Up to 16 points
Language Proficiency Up to 22 points
Stay and Family in Quebec Up to 8 points
Spouse's Characteristics Up to 16 points
Children Up to 8 points
Financial Self-Sufficiency 1 point (Cutoff Score = 1)
A single applicant must score over 49 points.
Some more statistics from 2011:
About 36% of new immigrants don't speak french when they arrive.
About 20% speak neither french nor English.
27% are uni-lingual french.
37% speak both French and English
Over 35% of new immigrants were between ages 25 and 24.
70% are accepted as economic immigrants, 19% are coming to live with family members, 10% are refugees and about 1% are 'other'.
Approximately 52500 people immigrated to Quebec in 2011 of which 74% were selected by Quebec.
In 2011 Quebec welcomed around 5000 Haitians, 5000 Chinese, 4000 Algerians, 4000 Moroccans and 3200 French.
I couldn't find any statistics about how many Quebec immigrants move to another province and that would be really neat to know.
I really don't see how this can be seen as a back door to Canada as the province still has quotas and just applies extra points if you can speak french.

It does not. They are called "Federal/Provincial Agreements", pretty much every province has one.
"Citizenship and Immigration Canada (CIC) has agreements with provinces and territories on how they share responsibility for immigration.
Each agreement is negotiated separately with the province or territory to address unique needs and priorities."

Montreal is full of Asian people who speak french and it is quite hot, especially when they have the Quebecois accent :)

OP: Language is a skill sets. I don't see any Canadian willing to Learn French to stay in Quebec. Frankly I don't think there are that many young Chinese people that want to leave their country. Especially for those that speak English or French. With China booming economy, the one that graduated from University usually get a pretty good job. Not many likes the prospect of moving to Canada and start at the bottom.

I agree, Quebec is stronger about protecting their culture and identity unlike the rest of Canada. I mean at the very least people should be speaking the language of the place they live in.
As for the last part, that isn't entirely true, but if the refugee claim is successful (not always the case, but who's kidding who) they'll be well on their way to PR and then citizenship.

One thing everyone is missing here is that it's one thing to 'know' a language and another to actually know a language. I mean, technically I know French. I can pass one of those government written exams, watch a kids show or listen to a news broadcast, and my grammar is probably better than your average Quebecois adult.
.. but without actual immersion, I'm just about as functionless as someone who hasn't studied French a day in their life when it comes to employment.
Learning a language is all about learning the idioms and dialect. Nobody speaks proper English in Ontario and in Quebec they certainly don't speak proper French.

Just got back from Beijing a few weeks ago. Asked a local how is the job market for university grads and he told me that it's hard for university grads to find jobs because there's more supply of them than there are jobs. So it's not very good over there.

Well, if I knew that learning French and being good at it can land be some French girls. I totally would have put in 150% in learning the language. Even if the classes are dreadful.

They don't speak "textbook" English in England either (at least not the majority of England), or anywhere else really. It's like any other language in the world, once you dumb it down to rote rules to teach and parrot back, you'll stick out like a sore thumb to any semi-native speaker.

This has been a long time known fact. language or no language requirement.. that it has always been easier to immigrate to Quebec cuz it's not the first choice destination for many and it's easier to immigrate in Quebec than said in popular provinces like Ontario and BC... over the years, I have known of many people that relocated elsewhere after their fulfill their minimal stay in Quebec...I would always hear of so and so moved to said Ontario, BC, Alberta etc... they are free to roam wherever they want...
Quebec should tighten their rules and make people stay in Quebec for at least five to seven years after they immigrated to the province (that would never happen) :)

Different issue, a lot of international students go back home after their education. It's tradition for wealthy parents to send kids overseas for education. Considering the amount of tuition they pay as international students I would say it's good business for Canada.
And unlike refugees, Chinese immigrants actually go through the qualification process of the immigration system, be it Quebec or the rest of Canada. It's legal, so I don't see what the problem is. Plus why is Quebec considered a "backdoor".
Oh and most countries have "backdoors" Puerto Rico is a backdoor to an American Green card, just no voting rights...

For the lucky ones who could find employment after graduation, the pay for those Chinese university graduates are quite low.

Don't forget, PRC is one of the top source countries from which Canada refugees come.

vast majority of Chinese elites (family members of higher lever government/party officials, super-rich families) have obtained or in the process of obtaining foreign residence/citizenship. Canada is one of the top destinations for those people.

That's a telling tales showing they can afford to sent their kids to foreign country for school. It used to be just people from Hong Kong and Taiwain that can afford to go to school in foreign country. Now, you see folks from all over China coming over for school.

I think more people here need to put more motivation within themselves and stop blaming immigration for all their problems. First, there are those who complain that immigration takes up tax dollars from social assistance, and then they blame them for working/getting an education. C'mon!
P.S. Canada is built on immigration, and has a vulgar history to show for it.
