I was interested in buying someone's old Samsung Galaxy S for Rogers, what's the process involved with getting it up and started with a cheap plan.
I have no experience with this sort of stuff. Do I just walk in and say I'm interested in getting a Rogers plan with this used phone?

Yes! As long as you know that the phone is locked to Rogers or is unlocked there shouldn't be a problem.
If I were you, I would think beforehand on how many daytime minutes you'll use as well as if you will need texting, data, voicemail, or call display. If you think of what you'll need before you go in, you're less likely to be sold things you don't need.
Also, you'll have to pay an activation fee (~$35) and purchase a sim card (~25).

Buy an unlocked Galaxy - see RFD BST Section for Cell phones.
Head to 7-Eleven store (or check out http://www.speakout7eleven.ca/) to buy a SIM card for their SpeakOut network (which runs on Rogers) and activate it to your Galaxy.
Keep an eye out for promos from SpeakOut for buying $100 top-up voucher with $25 bonus.
Again, your SpeakOut-enabled phone will work everywhere Rogers does.
With SpeakOut you will have the choice of $10 unlimited browsing, $10 text plan, and other value plans for around $30. (Rogers will soak you for having a "smart phone" - so stay away from Rogers. You have been warned.)

First you should specify what do you need in your cheap plan. How many day time minutes, evenings weekends, text, call display... etc Do you want to add data? Your last option should be to walk in the Rogers store because you will end up with 28-30$ plan and nothing to show for it.
