Just watch the auction, if it get's re-listed it'll show as "see re-listed item". You could also add the seller to your favorites sellers list and ebay will send you emails when they list items.

If you add the specific item to your watch list and leave it there after the auction had ended it will inform you on the list of the seller has relisted the same item.

Correct, but bear in mind this only works if the seller relists the same item or product by re-using the original listing, without significant changes (other than pricing.)

You can use Advanced Search to see all the items the seller listed in the last month. Whether they sold or are still open is indicated. You can't go any further back than a month.

did you win something and they have taken their sweet time to ship after you made payment, or found something after the auction ended and are waiting to see if it relists so you can bid ?
be very wary of sellers on there .... i have had a few that had one item and were hoping for a winfall only to have it end really cheap then refuse to sell. mind you they probably didn't know you could set a price to hit before actually letting it go, but some think having no set price to start with will get people bidding with a frenzy...
so when it ends way low they will stall on the payment transaction and try to re-list it to see if it will get more bids. OR they simply don't have said item and say they have 10 or more of the same item then scam all those people <-- happened to me.
and another tip, check amazon.com as the same person will now place the exact same item on there to see if it sells on there, but then not pull the ebay or vise versa once it sells on the other site. seems they have found other ways to scam.
