That's a pretty broad question, and to offer services on a consulting basis ("on the side"), a P.Eng. (Electrical) requires a Certificate of Authorization and/or Permission to Consult. It is unlawful for a P.Eng. to practice and to stamp without working for a firm with a CoA and/or having such permission.

So a PE can't do consulting them self?
so if i am looking for a PE able to do consulting where might be a good place to search?

Here is a list of all Consulting Engineers from Ontario on PEO's website, you'll find similar lists for other provinces as well, on their Engineering Regulator's websites (APEGGA, APEGBC etc).
