Offline maps

Hi all,

I want to install offline maps for my dad's laptop (he takes it to work and travels with it in the truck) so he can use it to view the map and know the area around him.

Does anyone know of any applications that has zoom in/out and (maybe?) a search feature (within the map) that does NOT require internet or GPS? He just wants to view it like an actual map, but on a laptop.

Trying out the google map cacher now
