I doubt Apple cares. As far as I know, neither does Rogers. I have heard that Belus locks the IMEI after a phone is reported stolen.

Oh Apple cares, but they have no control over the carriers in that sense.
They will try and persue criminal charges against the person that purchased the stolen phones.
In this day and age with video surveilance and pin and chip technology, it is really hard to buy something with a stolen credit card unless you have inside help.
