Just to make sure, if I used my cell or my landline to call a mobile who is LOCAL to my number, but they are currently out-of-town, is my call still considered local (for myself)? I know if they answer they'd get charged LD, but as the outgoing caller, as far as my provider is concered, I'm calling a local number?

What if they called my cell and I answered? I can't possibly know if someone is out of town when I answer, right?

I think It would be LD fees for both scenarios If they called you or you called him I think..

EDIT : Fixed!

Yes it is local for you.

How are you to know that the person has left town? If you dial a local number, you don't get charged any Long Distance PERIOD.

If they answer, knowing that they are out of town, they get charged for the long distance call.

Common Sense, n'est pas?
