If you are employed by a company working normal 9 hr shifts during the day, do you need to, either legally or ethically, disclose to your day time employer or human resources that you are either a business owner in your spare time or doing a night shift job to earn extra cash (say working in a gas station).
I can see if you have potential conflicts of interest you should disclose it, say you are working for an engineering company developing aerospace parts and your home business develops turbine blades then it may be a conflict of interest issue, but if youre an accountant in an accounting firm and your home business is developing turbine blades there probably isnt a problem unless it is unlikely that your home business hires your day-job company for work.
Does disclosing it put you at a disadvantage? Maybe the HR guys are sharks and will fire you citing whatever reason they see fit.
