I stayed at Holiday Inn Select (right near chinatown and easy walk to Old Montreal).

THE SWEET DEAL: A PERFECT COMBINATION TO DISCOVER MONTRÉAL !
Take advantage of our Sweet Deal on a short getaway and get 50% off your second night*. A pleasant holiday, including a two-night stay at a hotel, a Fruits and Passion product, discount coupons and many more exclusive privileges that vary according to the hotel, awaits you:
Free breakfast
High-speed Internet
Pool and jaccuzi
Minimum of 2-night stay. Offer valid at selected hotel only. Applicable dates vary according to the hotel.
*The 50% rebate may appear only on the final invoice upon your check-out. Prices may change without notice.
I put in your dates and it says $115/nt. If it's $115 for first night and $58 second night that's a good deal IMO. Might consider booking and calling to confirm pricing.

For rental cars, Enterprise has $9.99 a day on the weekends. However, you have to go outside the downtown area and some aren't open on weekends. http://www.enterpriserentacar.ca/car_rental/deeplinkmap.do?bid=002&cust=MCWSRTH&referedPage=multiDivOffer
PS Here it is called Fête des patriotes.

If you read the fine print for this promo, it says that it ends on May 16.Also, all of the participating locations are located in the surbare and thus outside of OP's scope.

Unless you are coming in Montreal as pert of family visit, trust me, there is absolutely nothing happening here during the Victoria Day weekend, except maybe some kind of a demonstration, which is why everybody who lives in the Mtl dowtown core locks themself up inside or leaves this godforsaken city for the weekend, just like myself. Do yourself a favor, you should rather go to Ottawa for the Tulip Festival that runs until May 21st, and I can tell you that it's beautiful as I just came back from there, and leave your visit to Mtl sometime for June (F1 GP) or July (Jazz Fest). Finally, subscribe to Flashdeals on booking.com site for the best Mtl hotel deals or daily check out onespout.com for the latest voucher deals.

What's up with the diatribe?
Believe it or not people like to visit Montreal for the city itself for the joie de vivre among other things. You don't need to surround yourself with hordes of tourists to enjoy the city.
