I worked for a unionized company for four years. I quit in 2010. Now I'm returning. Is there any chance in hell that I will be rehired at the same rate of pay? Do companies usually reactivate an old employee number, or do you start fresh? Obviously I'll ask when we worked out the details, but for now I'm really curious if any of you would know how this usually works.

If you are returning to a unionized job after ending your employment, you'll be considered a new hire, and subject to the whatever the collective agreement says. You'll likely be in 'probation', and quite possibly a lower wage for a set amount of time before you progress to the full wage (could be months, perhaps for years). You can be certain there won't be anything giving you any advantage over any other new hire.
Was any of this not discussed in an interview? If not, do you still know anybody there? If so, borrow their agreement and check it out. It's all right there in black and white.

Normally, the only time a break is service is acceptable is leaves (and not quitting!). Get a copy of your collective agreement and find out the rules that apply to you. Some unions even post this online.

My discussion with my manager was very casual, and none of it was formalized at this point. I was just wondering if there was a normal procedure for unions, and it sounds like there is - new hire. That's completely fine with me, it was more of wishful thinking.

Usually they have to post the union job....should be in the collective agreement. Specified leaves are noted in the collective agreement...2010-12 (a 2 year leave is usually too long....probably 6 months at most).
