I have been quoted lower than the cost shown on Car cost Canada report. Could it be possible. I have the quote in writing.

It is possible to pay below cost if there are 'secret' manufacturer incentive and rebate programs.
Whether that is the case here on a 2013 car...well, I don't know.

Dealers will sometimes sell below "cost" if there is a hidden incentive/rebate, or if they're desperately trying to clear old stock. It's very unlikely that a dealership would be selling a 2013 model at a loss at this time. If your written confirmation is something informal like an email, then it might be a bait and switch. Some salespeople will quote you on a vehicle, but conveniently neglect to include a certain package/option. Once you're in the dealership, they then play stupid and try to up sell you. In this case, I suspect your CCC report is outdated, or does not include a recent incentive/rebate. You might want to cross-shop other dealerships and see what the going rate is.
