One neighbour at the corner lot of our street moved it last year and they have only mowed the lawn for no more than 3 times. As a results, various types of weeds have taken over their lawn. The last time I passed by their lawn, most grass have died due to lack of water and over grown of weeds. I know some neighbours have talked to them, and they have been telling BS like they will do resoiling, reseeding , etc. but nothing really happens. Literally, their lawn is the urgliest lawn (and it is a corner lot) on the entire street along with 70% chipped stamp concrete driveway where most other neighbours have well maintained lawn & garden. To make it worst, the seeds from their weeds are spreading to all neighbours' lawn.
If we file a complaint to the city, what would they do ? Ticket them, or order them to mow the lawn ?

Check with your city's bylaws officer.
In Markham there is a by-law where the grass cannot exceed a certain height. If a verbal warning doesn't have the owner cut the grass, it states that the Town can go in and cut it at the owner's expense. The bill will be sent directly to the owner.
I'm not too sure about weeds though. If there is one, I would love to use that on a couple of neighbour's on my street. LOL

Wow! So...we must me neighbors, because that sound identical to my next door neighbor. And of course, my lawn pays the penalty because all the weed seeds blow downwind to my lawn just 20ft away.
I've looked into action and the only rules I could find for Mississauga was regarding noxious weeds such as poison ivy or if the existing weeds were taller than 36". In which case, the city would come and clean up the mess while handing a bill to the homeowner.
How can people be so inconsiderate...

Haha! My neighbor too! We are so fed up that we spent the weekend adding fence boards to completely close the fence up tight. The grass has not been cut at all this year yet and weeds are almost 6 feet tall! Creeping, viney weeds were growing up and through the fence almost to the top. Add into the picture a rat infested hot tub and unsafe gazebo falling down and it's not a pretty sight. And to add even further disgust, he has 3 dogs and hasn't picked up doggy do-do since last fall. We've had enough and plan to file a complaint with the city bylaw enforcement. We had several discussions last summer about this issue but he just doesn't "get it". Maybe bylaw enforcement will get through to him and the threat of a large bill will cause some action.

Before they moved in, that corner lot used to be one of the nicest lot with custom design landscaping. But they have now turned it into a "Weedland"

Wow. Just Wow.
By the sounds of it, you' be better off to go there in the middle of the night and blow torch everything down!
Charred and barren beats that sight any day! And the fire would kill off the rats too! :)

As much as I can sympathize and understand the issue, it is his lawn and his property and he can maintain it as little as he wants, you can check if he is breaking any by-laws and if he is act on it, if not then all you have left is minding your own business or ask him if you or the neighbours can help him with mowing.

My neighbour doesn't mow their lawn too, so I end up mowing the front for them. Since our lots are small, I don't mine. Plus I don't want my kids falling on those damn prickly weeds.

Believe me, the thought has crossed our minds! LOL! He's a young guy, single and just doesn't get that there is maintenance to do with a house, inside and out. He actually lost a whirly gig vent off his roof and didn't notice or care and there it sat, wide open, for about 18 months! His dogs chewed up all the drywall in the basement trying to get at rats in the wall coming through a broken off dryer vent. Still not fixed! :| He goes to work and comes back, never leaving his house or multi screen computer setup once home.
And just like the OP, when we bought 10 years ago, that house was absolutely immaculately maintained inside and out with extensive landscaping. Our place was the odd house out of about 8 houses. That really motivated us even though we have always been gardeners. ;)

haha I had someone like that... thankfully it wasn't my house right next to them but I did feel bad for our neighbor since they kept their lawn in immaculate shape. I know my family used to mow the lawn once a week without fail even if it didn't grow lol...
Thankfully I live in a condo now Y_Y don't have to worry about any of this!

I guess every neighbourhood has people like that.
I used to live in condo too, a fraction of the monthly maintenance fee can hire someone to mow the lawn if they don't have time to take of their lawn but want to live in a house.

This is my neighbour exactly. Right down to the chipped concrete. We both have a grassed area of about a food and a half between our driveways that match up. There is an exact straight line where the plush green grass ends and his weed farm begins.

My neighbour was once reported for having tall weeds.
They were given a warning that if they were not tidied up within some time period they city would cut them down and charge them a fee. They mowed the front but not the back and were subsequently charged when the city took care of the back.
The funny part is that the city workers also took the time to cut down my and another neighbour's alley weeds for free. What a great deal.

That kind of people should buy a condo. Obviously, they are too lazy. There a 3-4 homes in the neighbourhood with the same mentality. All lazy.

There's always that ONE bad apple that ruins it for everyone. It's not like 2 or 3 houses either, just one. We have one as in the back yard as well, the other 4 surrounding houses including ours are maintained, except one. Of course the rest of us have the pay for the price. Glad our new fence is coming soon.

Our neighbourg does it too, I don't think he ever cut his lawn this year or last year at the back, but I saw him only cuts his front yard and water it. We kept thinking why doesn't he cut his back yard? The weed at the back is as high as my hip but we have fence over, this is discusting! Not that he doesn't have money, but if you don't have time, hire someone does it for you! I notice more than 50% of the people don't cut their lawn regularly and of course weeds are all over the place.

Roundup.
That is what I had to do. Not only round up, I had to do grub spray for the loser as well so that his infestation would not cross over to my lawn. I also filled in his bald spots with grass seed and topsoil. Now half his lawn looks as good as mine. Gotta maintain a clean neutral zone.

I'll trade you neighbours. Mine starts cutting his 50x30 foot front lawn at 9pm and it takes him an hour to do it. The back lawn takes him four hours (50x100), and sometimes much longer. Think he's nuts.

They will come out for anything and they will be very persistent on getting things done.
Cheers!!
I personally have 2 neighbours, one doesn't do much to his lawn but atleast he gets a landscaper to come by once a week, weeds are not too bad. The other side, well that is a completely different story. Not sure whats going on in there, it has been over 2 years that anyone has lived there but they do comes every 2 weeks to mow the lawn, at one point it was like a huge yellow carpet on the back.
So I battle the weeds from both ends, glad I keep on it or else my lawn would look like crap!
Cheers!!!

I had a neighbor like that back about 25 years ago with a problem back yard. I waited until he wasn't home and then I took the hose with a sprayer attachment filled with Killex and I leaned over the fence and sprayed his lawn. A couple weeks later it was quite noticeable how all the weeds towards my fence had died whereas those on the far side of his yard were still thriving (hose spray wouldn't reach that far). He never said anything but if he had I would have just said that I was spraying my lawn and the wind must have carried some of the spray into his yard. Sorry for killing your weeds, dude.
