My 3 yr contract on my cell phone with Virgin Mobile is finally finished. I am looking to get a new cell phone and a new provider with no contract, and has voicemail and call display. Internet access, texting is not required. What do you recommend has the best deal? Also, how can I keep the same cell phone # that I had for Virgin Mobile with this new phone?

porting your number is easy enough. You just have to know the PIN on your account when you go to your new providers. Give them your old number and your pin and you're golden.
As far as a new phone. I guess you could go with the Samsung Galaxy S 4G. ($399 regularly or Free if you put it on TAB)
The $40/mo plan will net you unlimited calling, texting and data within the network. You pay for international calling, international (picture) texting. But you do get free voicemail*, call display and all that jazz.
10% of your phone plan goes towards the cost of your phone. Anytime you want out you just pay off the rest of the phone. After three years it's yours anyway.

* not 100% sure how this work but i think free voicemail is limited maybe 1 minute calls and only 10-15 messages. $8/mo for 50 messages and 3 minutes length
