I'm following the instructions here
http://onexroot.com/one-x-root/how-to-root-one-x/
And I got to step 37 where I need to copy the Unlock_code.bin to the OneXRoot folder. The problem is that my One X isn't showing up in Explorer to copy over to. How do I get it to show up?

If you pull down the notification bar you should get a USB connected notification, pressing it should mount the sdcard, at least that's how it is on my sgs2.

I have HTC One X with Rogers. If I unlocked the bootloader in the device, Can my HTC One X be used by any other service providers SIM cards?

No. You are referring to SIM-Unlock. To use other networks, just buy an unlock code on eBay. Bootloader unlocking enable one to flash custom ROMs and made changes. Since you didn't know the difference, you shouldn't be locking the bootloader.

Boot loader unlock is completely different from sim unlock. You do not need to unlock the boot loader to sim unlock it (you might need root maybe if there is a free xda do-it-yourself unlock available).
You can get it unlocked for other networks online or from a third party unlock vendor.
EDIT: beaten to it :p
