Why do people feel the need to drive 65 KM/H in the middle lane and then merge into the fast lane (most left lane) when there is zero visibility due to water spray, etc.???? I'm usually going 110KM/H and almost rear-end them. Good thing the brakes on my car are decent and I'm also lucky not to hydroplane...

+1 but the general spray from the other cars is there, you can't filter that out.

In hazardous conditions, there is only one rule ... drive safe. In this one example, there is no "fast" lane.

What's even worse than this is that people don't turn their lights on in extreme weather conditions. Even with Aquapel/RainX, when the rain is heavy with a lot of spray from other cars, the beading effect is just not enough and you will have to use the wipers. Still, with visibility low, you would think people would be smart enough to turn on their lights. But I guess that's asking for too much. This is where I really wish they implemented the law in NY here. Where you have to turn on your lights if you use your wipers.
Also, not all cars are equal. There's a lot of cars that can handle extreme conditions and just saying that everyone should automatically drive slow once you see one drop of rain is ridiculous. If you know your car can't handle the weather then slow down and stay away from the passing lane. One time I was driving down the 404 in heavy rain and was only going the speed limit since it was quite a heavy rain. Most people were in the middle lane and slow lanes. However, I had to brake because at the turn by the Steeles exit, there was this lady going 50km/h in the left lane with no lights on. When I switched to the middle lane to pass her, I glanced over and it looked like she was straining to look out the windshield. I really don't know why she thinks the left lane would be the safest lane for her.
However, I have given up and it seems to be the norm in Canada for everyone to drive on the left lane. It's so much better driving in the US where people actually leave the passing lane for passing.

Because by laymen's term, it is. You and I both know that driver's licenses are being passed out like raffle tickets nowadays so knowledge of what passing lane is hardly a requisite. Here's the lady's logic as I attempt to be her for a second. You're driving in the heavy rain and can hardly see 10 feet in front of you. Taking the middle lane is dangerous as you have cars on either side of you. Taking the rightest lane with merging traffic, also not the most optimum lane to be in. The left lane with a barrier to one side and only cars tot he right of me, in the passenger side. I won't get hit if the crash into me.. I better drive in the left lane.
This person likely doesn't even know how to turn on the lights and/or drives at night. Believe me, I'm not making excuses for her, but the reality is, like it's been said time and time again, most people on the roads today only know how to put gas in their car and drive. They barely understand a lick of English much less know how to read road signs or be expected to know that a left lane is for passing traffic. Just be vigilant and take preemptive measures.
Last week there was that heavy storm rain and the DVP was like covered in 1" of water and still asshats were going like it was dry as a Sahara. My car was already splashing and driving at what felt like its limits so I took to the regular roads. Sure I was 30 minutes late for work but hell, I could have easily hydroplaned and be injured or dead.
Anyway, not much you can do about other's incompetence. I havent' had to commute on the highways in a long while so it was a bit of a shock to see people doing 120km/h on the DVP. Where are the cops when you need them?
