When on a highway at any time when lighted lamps are required to be displayed on vehicles, the driver of a motor vehicle equipped with multiple beam headlamps shall use the lower or passing beam when,
(a) approaching an oncoming vehicle within 150 metres; or
(b) following another vehicle within 60 metres, except when in the act of overtaking and passing. R.S.O. 1990, c. H.8, s. 168.
So does the bolded part mean Yes U can Do??? Like If a cop saw can I get in trouble?

That's an exception intended for rural roads (no street lights)..
It's saying, when passing in the oncoming lane, you use your highbeams to see further ahead to safely make the pass. Otherwise, no high beams when following another vehicle.

I believe the problem is that people will repeatedly flash their highbeams to get the attention of the driver in front of them. This in itself is attempting to distract another driver. Because this is the action that would most likely result in the ticket I wouldn't worry about the regulation you provided.

If you're in the left lane and someone is trying to overtake you, you are required by law to move to the right regardless of any speed limits.
EDIT:
Every person in charge of a vehicle or on horseback on a highway who is overtaken by a vehicle or equestrian travelling at a greater speed shall turn out to the right and allow the overtaking vehicle or equestrian to pass. R.S.O. 1990, c. H.8, s. 148 (2).

We may break the law for speeding but you break the law by blocking the left lane and you're impairing multiple drivers.
So you're to blame when the middle lane gets disrupted. There's a bloody science to this traffic flow. Heard of a bottleneck?
Why are you in the left lane anyway? Afraid of a few fast cars? Need to pullover soon in your crap mobile? It's not a cruising lane!
You need to read the drivers handbook and the HTA again. If you can't then go back to where you came from (village, town, province or overseas).

So, you're in the wrong for holding people up in the passing lane, then you go and instigate something like that? Well, keep doing what you're doing and you'll get what's coming to you one day. Some of us could care less what we pay for insurance and would have zero issues rearending an asshat off the road.

The requirement to move right to let others pass is one of the least understood rules of the road. There are many completely ignorant drivers who are unaware of this rule, and then there are also a number of self-righteous Pr**ks who believe it is up to them to decide how fast is fast enough and will refuse to move right if a faster driver approaches and signals the desire to pass.
If everyone drove properly and courteously, you should be aware of what's happening around you, and get out of the way if a faster car approaches. But if you didn't notice (it happens), just move right when there is room. [Note I'm not talking about the really aggressive driver who seems to want to pass everyone in rush hour, when there is no where to go... but if there is room in front of you, you should move right to left the driver pass].
Here is an excellent and BALANCED article (it does not advocate speeding, but it makes some very important points on the formal and informal laws of the road, and the "moral order" of the roadway). It was written when an Ontario driver initially faced CRIMINAL CHARGES for driving at the speed limit in the left lane. That's right... to all of the self-righteous people who think it is their job to police the speed limits... this driver initially faced CRIMINAL CHARGES for driving at the speed limit in the left lane. Read the article. It is very fair and well balanced. It does not side with speed demons, but will hopefullly inform people who think it's ok to go at 100 or 110 in the left lane on a highway and stay there even if someone wants to pass.

Again it is not your job to police the speed limit. If someone wants to go faster than you, he may have a legitimate reason (e.g. emergency), or he may just be a fast aggressive driver. Either way, every police officer will tell you to let the guy pass.
And if you want to see a very entertaining video of how one state trooper dealt with a completely unaware left lane hog, just do a search on "Cop deals with slow driver in the fast lane". Check it out. You'll enjoy it. There is some language in the video, but nothing that you don't hear on late night TV. You will see in the video, the cop approaches. When the driver doesn't get out of the way, the cop flashes headlights (universally understood to indicate a wish to pass), and gets up close to the slow driver.... then you'll see what happens next.

People just don't like changing lanes unless they want to. On Steeles today some dude in a white Corolla wouldn't move out of the left lane to let an ambulance through... everyone else pulled to the side, and this one guy just sat there at the red light until it turned green, with the ambulance siren blaring right behind him even though there was plenty of room to move over.

You can't even get up to 100 in the left lane in Montreal. All the highways are under construction and the traffic is at a stand still.
No wonder you are so frustrated. I would be too with all the bridges falling apart due to rampant corruption in your province.

I can't understand why some people, including a couple of people in this thread, get all upset if someone flashes their lights.
1) As per my post above, it doesn't matter if you are going 100, 110, 120, or whatever..... if someone wants to pass you, it is your responsibility to let him pass. 2) Why get angry? If you are paying attention and driving with courtesy, you would have noticed the faster driver approach before he had to flash his lights, and you would have moved out of the way. IF you didn't notice, that's fine, but when he closes the gap and flashes his lights that is the UNIVERSAL sign that he would like to pass. Why get angry at that? Just get out of the way. Think of it this way: if you can't flash, and can't narrow the gap... how is the guy who wishes to pass suppose to indicate that to you? You should have gotten out of the way before he caught up, but if you didn't notice that's fine, but don't get upset if he has to indicate his desire to pass.

Here's another video with no language issues. I think it must be one of the posters on this thread who says if you flash your lights he will slow down. This is video of him break checking a cop. Notice the cop closes the gap, and you can see the reflection of the cop flashing his high beams to indicate this desire to pass. This is a unversally understood signal -- there is no reason to get angry. Some might also complain the cop is tailgating.. but again, what do you think it means if you are in the passing lane, there is space in front of you, and someone is on your tail? It means please let him pass.

That would be considered dangerous or careless driving. The rules of the road state the left lane is the passing lane.

Honestly, if I can do so without slowing down dramatically I will simply move over and let the other car pass. On the other hand, if I'm using the passing lane to overtake traffic and there's somebody who wants me to move they can **** off and wait. I'll get over as soon as I can without slowing to a crawl.

I wish cops started charging people like you with stunt driving. the law is there to get people like you off the roads but unfortunately cops prefer to give out speeding tickets only

A few things to comment:
1) I strongly believe that the left lane should be used to pass. If you happen to be in it and see someone coming up behind you, whom is obviously going faster than you, you should be getting over to the right/middle lane when it is safe to do so in order to let that person pass.
2) However, if I am driving 125+ in the left hand lane of the 401 and there is a long stream of cars/trucks in the middle lane, I'm going to wait until there is an opening in the traffic that allows me to move over without having to slow down to 100. Any one that literally rides my a$$ during this process is a jerk.
3) Flashing high beams is a jerk thing to do.
4) Those that do #3 are probably the same drivers that will speed up to the end of a lane even though they know it is closed and cut it at the last minute, or cut in on a big lineup waiting to take a over ramp at the last minute. Jerk thing to do.

Doesn't care that another Ontario driver intitially faced criminal charges for deliberately staying in the left lane at the speed limit disrupting other drivers. Very closed minded. This type of driver is the most dangerous type of driver.

I don't like it when drivers behind me constantly flash their high beams (especially that of young drivers in their ricer cars). As it is, being 100/110KM/H on the highway, I usually drive at 120KM/H on the fast lane and am going with the flow with the rest of traffic in front of me/beside me. Suddenly you get those drivers coming up behind me and flashing their high beams during the day or night. At points, I've often thought of resorting to just suddenly slowing down by braking hard, in the case that they'll rear end me and that's it. Of course I don't want to pull a "you know what" and usually just ignore them until they pass me and then I just flip them off heh.
Jokes aside, when I am behind someone on the left lane and they're going slow or something. I just flash the high beams once to warn/indicate them to slowly pick up speed. If they don't pay heed, I just wait for an opportunity to go to either the middle lane and then overtake them or the right lane (when its a 2 lane highway) and overtake them.

A few things to comment:
1) I strongly believe that the left lane should be used to pass. If you happen to be in it and see someone coming up behind you, whom is obviously going faster than you, you should be getting over to the right/middle lane when it is safe to do so in order to let that person pass.
2) However, if I am driving 125+ in the left hand lane of the 401 and there is a long stream of cars/trucks in the middle lane, I'm going to wait until there is an opening in the traffic that allows me to move over without having to slow down to 100. I have no problems with people highbeaming to let others know they want to pass. the problem is when they are tailgating
when someone behind me is falshing his lights, I move to the right and let him pass. there is no reason to hate him for letting me know his intentions

which law are you citing by saying passing on the right lane is stunt driving?
what makes you think that you have the right to go with speed limit in the left lane? here is what Ontario Transportation Ministry spokesperson Bob Nichols says:
Enforcement of the Highway Traffic Act, including Section 147 which requires traffic moving at less than the normal speed of traffic to drive in the right-hand lane, is a the responsibility of police.

Going the speed limit in the left lane is actually illegal if you are impeding traffic. Switching to the right lane and then moving back to the left when approaching another car is also legal. Not all of us drive an 87 civic and would like to go a bit faster sometimes. It's slow people like you who actually cause more accidents as people try to get the hell away from you.
Go drive on the 401 doing 100 in the left lane and an 18 wheeler will come inches from ramming you off the road. The majority of these highways are able to handle traffic flow well in excess of 100kmh, however there are too many stupid people like yourself on the road so increasing the speed limit is likely asking for more trouble.
Thanks for slowing down traffic, failing to obey several laws, and looking like a complete tool.

Not much point, i have a lot of family and friends that are with TPS lol...they rarely if ever issue tickets for 10-15% over unless you're driving like a ***** .
I would also rather have a ***** like you off the road, as I'm sure they would too. Some of you are so oblivious that it takes a full 30 seconds for you to wake up and move over even with an ambulance behind you.
