Hi folks,

So my cousin who lives in Toronto saw an ad either on Kijiji or CL for a BNIB HTC One X for $450. Of course he thinks its too good to be true as the seller lives in Newfoundland but is deciding to ship the phone with shipping extra to any buyer. So my cousin has been emailing the seller back and forth and so far it seems "legit", but again we all have our doubts right?

Any how my questions are:

(1) If my cousin goes through and sends the money first either via EMT or PayPal and the seller has deposited the money into either. Plus if the seller does not actually send the product but lie about and after all is a fake/fraud ad, can

a) My cousin raise a complaint with the bank and cops via EMT and get the money back/charge the seller with fraud and have local authorities to deal with the seller in Newfoundland?
b) Raise a complaint with PayPal whom get cops involved, etc and charge the seller?

2) Or is my cousin SOL either way after involving the Bank, cops, PayPal, etc?

PayPal is the safer option. You can initiate a chargeback and if it's disputed, they almost always side with the buyer.

Hmm. I thought PayPal was the safer option but after listening to some input from others I know, a person can create a fake PayPal account with different name/email and can use the money to buy other things off PayPal no? Does the authorities get involved with PayPal disputes?

I know with EMT its safer as you can easily bring it up with the police as a fraud and usually when you deposit money into your account its tied with your personal information i.e. with the help of the SIN #. Meaning when you register with online banking, you give an email address. Needless to say banks have that information so I guess EMT might be an easier way to dispute it?

I think my cousin should ask for proof of the product first, i.e. for a picture to be taken with some sort of name written in a piece of paper, as it has been the case with RFD BST Ads.
