When I put the VOIP box behind router, people have to call 2-3 times before being able to reach me. When it's put in front of the router, my dl speeds are capped at 8mb/s.
How can I fix this?
Thanks!

Always put the voip box behind the router. They tell you to put it in front of the router to minimize tech problems which costs everyone time and money.
I find if you properly program your QOS for all possible traffic, then the voip needs not be remotely near high priority for it to work. I also find ITalkBB doesnt use much bandwidth.

Thanks for the replies guys! now what exactly should I change in my router config? I have some crappy WBR 1310 d-link i believe... i'm open to buying a new router to fix this problem as well.

I use iTalkBB as well and the best way to use it is to run it behind the router. Go to your router's page and then DMZ iTalkBB's IP address. There's a way to check the IP address on the Linksys unit that iTalkBB gives you. Google it as I don't remember how right now.
Note I'm running a Buffalo WHR-HP-G54 with DD-WRT.
